The Government announced a delay with the Biosecurity Imports Levy in this year’s Federal budget and proposed a new start date of 1 September 2019.
The levy was a recommendation of an independent review that found it was required to raise $305 million over the next three financial years from 2019-20 to contribute to onshore surveillance, diagnostic, data analytics, research and adoption of new technology to help the Department of Agriculture and Water Resources detect, identify and respond to biosecurity risks earlier.
An industry steering committee was established in February 2019 to consult more broadly in response to industry concerns of the nature of the proposed tax, a lack of clarity on how it would be collected, the lack of guarantee that all revenue raised would be used to support increasing biosecurity measures and the flow-on costs to consumers.
The design and implementation of the levy including the collection methodology is still to be determined, although it would apply to sea freight imports only and the current proposal includes a fee of $10.02 per TEU and $1.00 per tonne for non-containerised cargo. We will provide further information once the levy scope and design are known ahead of the commencement date.
