Goods manufactured on or after 1 December 2019 satisfying the full NUFT (new, unused and not field tested) criteria will be exempt from the BMSB measures on arrival.

What is the full NUFT criteria?

• The goods and all its large, complex components were manufactured on or after 1 December 2019;
• The goods are new, unused and not field tested;
• The goods are classified under tariff chapters 82, 84, 85, 86, 87, 88 and 89 only;
• Provision of evidence that the goods are manufactured on or after 1 December 2019 (NUFT Manufacturer’s Declaration, physically verified by labelling on the goods or presentation of commercial invoice with the production date).

If sufficient evidence is not provided, or if on inspection the goods cannot be verified as being new and manufactured on or after 1 December 2019, they may be directed for export or onshore treatment (if permitted).

If goods meeting all the above criteria are in a mixed container with other target high risk goods (not meeting the above criteria), the entire container will remain subject to the BMSB measures as it will be assessed at the highest risk.

A NUFT Manufacturer’s Declaration template is attached to assist with claiming the exemption.
